The draft Local Plan lacks robust evidence that its strategy is deliverable, with major uncertainties around infrastructure, transport, viability, and environmental impacts, risking being found unsound at examination.
Bowmans Cross is underutilised in the plan period (only 500 homes proposed), and increasing delivery to at least 2,500 homes in the new Local Plan period would improve housing supply, affordability, and infrastructure provision and protect more undeveloped Green Belt.
Design policies need stronger mechanisms, including mandatory compliance with Neighbourhood Plan design codes, design review, and ongoing monitoring to ensure high-quality design, public space and services.
